The black market import and export of gold in India is big, and getting bigger. This is an escalation of the Indian government’s long-running war on gold. (They foolishly look at private gold accumulation of gold as a “drain” on the economy.) Whenever a government attempts to control or tax free markets, people understandably will seek alternative channels of trade.
